Reply to accusations in undated memorandum by unidentified persons

A reply to an anonymously written memorandum and petition that sought the dissolution of the Aboriginal and Islanders Tribal Council. The reply, written by Denis Walker, addresses allegations of misappropriating Council funds and of contravening Council meeting practices to enact his agenda. Walker also addresses Council members who communicated with individuals and institutions external to the Council about internal disputes, denouncing these actions as antithetical to the principles and ideology of the Tribal Council. Walker submits two motions. The first motion is to assert that Council matters cannot be dictated by bodies outside the council, and the second motion is to expel members who use these tactics and brand them as traitors. The petition posits that Council leadership had misappropriated Council funds, enacted decisions that were not permitted by the Council’s constitution, and carried out a meeting on 16th September 1971 that was uncharacteristically formal and was intended to stifle dissenting opinions and during which members are alleged to have used threatening and inflammatory language. Letter from Barrie Dexter

A copy of a letter written by Barrie Dexter in reply to Denis Walker's letter of concern regarding the possible withdrawal of financial support from the Council by the Commonwealth Office. The letter states that while no decision has been made, Dexter has concerns about the conduct of the Tribal Council and the personal behaviours of some elected Councillors. Dexter states that at present he could not possibly recommend to the Minister that the hostel operated by the Council continue to be funded. Dexter requests that evidence be provided to disprove these allegations. The letter is dated 14 October 1971.

The letter addresses concerns that the Commonwealth Office intends to withdraw financial support from the Council, due to ongoing factional and interpersonal conflict within the Council. Walker explains that this is due to dissenting views about changes in the structure and objectives of the Council, and that records and documentation of Council affairs are public to members to encourage transparency and honesty in Council matters. A copy of a letter addressed to Charlie Perkins in his role as Secretary for the National Aboriginal Sports Foundation, written by Denis Walker.
