The Aboriginal and Islanders Council, also known as the Brisbane Tribal Council. Founded in late 1969 to early 1970 and later merged with other Tribal Councils to become the National Tribal Council.

Objectives - To assist Aboriginals and Islanders in coping with all aspects of life in and around Brisbane, to promote the well-being of Aboriginals and Islanders, to encourage the education of Aborigines and Islanders, to preserve the cultures of the indigenous inhabitants of Australia and of Torres Strait Islanders and to provide premises for the Council.

A copy of a letter addressed to Barrie Dexter, Director for the Office of Aboriginal Affairs. The letter addresses concerns that the Commonwealth Office intends to withdraw financial support from the Council, due to ongoing factional and interpersonal conflict within the Council. Walker explains that this is due to dissenting views about changes in the structure and objectives of the Council, and that records and documentation of Council affairs are public to members to encourage transparency and honesty in Council matters. The letter is dated 8th October 1971.
