The Foundation for Aboriginal and Islander Research Action (FAIRA) was formed in Queensland in 1977 after Aboriginal and Torres Strait Islander community delegates from across Queensland, including from rural towns and isolated reserve communities, decided to establish a functional organisation to change legislation referred to as the 'Black Acts'. In 1981 FAIRA was involved in an extended tent embassy in the King George Square and in 1982 played a major role in organising protests around the Brisbane Commonwealth Games. After the Black Acts were terminated in 1984, FAIRA continued to campaign for the rights of Aboriginal and Torres Strait Islander peoples at the local, national and international levels. FAIRA was founded and continues to be operated by Aboriginal and Torres Strait Islander peoples. It is funded independently, and its purpose is to fight racism, have the rights of Indigenous Peoples recognised and respected in Australian law and secure Land Rights. FAIRA utilises research-based actions to address exploitation and empower Aboriginal and Torres Strait Islander peoples.

Robert (Bob) Weatherall (Kamilaroi and Ngemba) is an Indigenous activist born and raised on the Balonne River in St George, Queensland. He worked in shearing sheds before moving to Toowoomba where he studied performing and visual arts at the Darling Downs Institute. He worked briefly as an actor at the Black Theatre in Redfern and a musician, eventually forming his own country folk band, Old Dog Soup. Bob spent most his adult life in Brisbane and Toowoomba. He was the CEO of Foundation for Aboriginal and Islander Research Action (FAIRA) from 1980 to 1994, and played a major role in establishing the Tent City in Musgrave Park and other demonstrations around the 1982 Brisbane Commonwealth Games. In 2023 he received the Red Ochre Award for Outstanding Lifetime Achievement.

Biographical history

Michael (Mick) Miller was an Indigenous activist born in 1937. He was posted to Cairns at a young age to work as a schoolteacher, and it was around this time he became involved in Aboriginal and Torres Strait Islander affairs. He served as the Chairman for the North Queensland Land Council (NQLC), during which time he helped established the Wuchopperen Health Service. He was married to Patricia (Pat) O'Shane from 1962 to 1977. The couple had two daughters, Lydia Caroline (born 1963) and Marilyn Rose (born 1964). He was then married to Barbara Russell from 1978 to 1987. They had one son together. Mick died on 5 April 1998 at the age of 61.

A copy of a typescript submission to international heads of governments of countries in Asia, North America, Oceania, Africa and Europe detailing the Australian Government's treatment of Aboriginal and Torres Strait Islander peoples. It alleges a conspiracy between the Queensland and Federal governments to avoid taking action in the advancement of Aboriginal affairs and neglect the rights, particularly Land Rights, of Indigenous Peoples. Unsigned but addressed from Robert Weatherall, Mick Miller, Eric Kyle and Lyle Johnson on behalf of FAIRA.
