Original title on folder was "Early history of Qld. Arts Council (before my own involvement)". The file includes correspondence (incoming and outgoing), reports and notes of the Arts Council of Australia (Queensland Division ) prior to Gertrude Langer taking over the Presidency in early 1961 (at the suggestion of Dorothy Helmrich). The Queensland division reconstituted in late 1956/early 1957 with a Brisbane Branch and two country branches in Warwick and Gatton.

As the new president of the Arts Council of Australia (Queensland Division), Gertrude Langer took an active role in shaping the direction of the Queensland Division. Part of this was to negotiate with the Arts Council of Australia (New South Wales Division) regarding the possibility of a Federal Arts Council with a Federal constitution. This negotiation consists of correspondence between Gertrude Langer and Gordon Horswell. The Arts Council of Australia (Queensland Division) drew up articles of association and there are five annotated drafts. The final result is a copy of the Constitution dated 31 December 1963. Drafts (typescript and handwritten) of the aims and objectives of the Arts Council of Australia (Queensland Division) are also included.
