The proposal was developed in August 1974 in Chicago with the participation of two partners of Lund, Hutton, Ryan and Morton (LHRM), previously Lund Hutton Newell Paulsen (LHNP), and a team from Skidmore, Owings and Merrill (SOM) led by Walter Netsch. R. Pavlyshyn took part in discussions as the Department's nominee.

7.1.1 Assembly Building, working drawings other than details, 1/32":1'0, 63 printed sheets, A500/1 to A500/58 with cover sheet and index sheet. All sheets are 98 x 75 cm., except sheet No.5, which is 150 x 75 cm. This sheet and the next three sheets, SA, 5B, and 5C, to scale 1/16":1'0, are coloured elevations. At the time of R. Pavlyshyn's joining the planning team, the layout of the Assembly Building had been determined and the steel frame structure was built under a separate contract.
