Brief: Provide local councillor Athol Patterson with a master plan to settle divergent opinions on the future of the Spit. The proposal established an ocean parkland with controlled public access to a series of beaches, picnic areas and local carparking, health and exercise zones were connected by a pathway for pedestrians and separate bike ways. The length of the path was divided into modules of a marathon course. Commercial zones were restricted to the existing areas of development at the southern end of the Spit.
