In New South Wales in 1943, Dorothy Helmrich formed the Council for the Encouragement of Music and the Arts (CEMA). In 1947 the CEMA changed its name to the Arts Council of Australia (N.S.W. division) with the intention to reorganise the organisation on an Australia-wide basis and to set up a Federal Body. In 1966 funding was made available for the formation of a national body. Prior to the formation of the federal body, grants were often distributed by the New South Wales Division to other divisions like Queensland. Arts Councils were formed in all states and territories. In 1998 the name was changed to Regional Arts Australia.
