Objectives - The emergence of progressive primary schools, equipped by a central administrative authority and controlled by the community in which they are located; the transformation of present secondary schools into community learning centres with open admission from early adolescence on, with no compulsory attendance, with diversity of learning opportunities, with freedom for learners to select their in teachers, with policy control of the centres by teachers and learners and with resources supplied by a central administrative authority.
